Their analysis can provide valuable insights into different approaches and best practices. This study compares three national initiatives in the Netherlands, Finland and Germany in terms of their objectives, technical approaches and governance structures. The results show that the initiatives pursue different philosophies, but all share the goal of promoting lifelong learning. Technical solutions and governance structures relate to the contextual conditions of the respective education systems.
