21st Annual Global Conference on Information Systems for Crisis Response and Management (ISCRAM 2024)
We are delighted to inform you that the ISCRAM 2024 conference will take place in Münster/Germany, from May 25th to 29th 2024. The conference follows a pracademic approach and will be jointly hosted by the ERCIS Competence Center for Crisis Management (C³M) at the University of Münster and the State Fire Service Institute North Rhine-Westphalia (IdF).
Our vision for the 2024 ISCRAM edition is to reflect the last 20 years of ISCRAM work and turn it into the future ISCRAM generation through our key competence in process management and modeling. The envisioned topic revolves around the process-centric view on crisis management: “Embracing the Crisis Management Lifecycle”. The idea behind the topic is to emphasize a holistic process view to not only overcome isolated considerations of crisis management actions, but especially to showcase how important clearly defined roles, tasks and processes are to enable a proper communication and collaboration between CM practitioners and researchers.

Submission Guidelines & Dates
All submissions will be made electronically using the ISCRAM templates. A PDF or Word document should be submitted for all types of submissions. All submissions can be electronically uploaded using the EasyChair service for ISCRAM. Once submissions are accepted, authors will need to use the final proceedings template to submit publishable versions (this template includes author names etc.).
Panel, workshop, tutorials and doctoral consortium proposals should include author information, while all other submissions should be anonymous, with all author information removed. Submissions must adhere to the page limits described below, and submissions that exceed the limits will be rejected without review. All selected submissions will be published and indexed withing the ISCRAM Digital Library. Authors must register for and attend the conference as specified below in order for their work to appear in the conference proceedings.

The ISCRAM 2024 conference committee invites two broad categories of research papers:
- CoRe: Completed Research (from 4000 to 8000 words).

Difference Between CoRe & WiP:
CoRe papers are longer in length and describe completed research studies. WiP papers are shorter and meant to describe smaller, more focused research findings or research that is still in progress. Both of these paper types undergo a rigorous peer-review process and will be archived in the ISCRAM digital library.
Practioner Contributions:
Following the ISCRAM tradition and the conference vision, crisis management practitioners are invited to present their work in the practitioner track. Unlike other tracks, which require a CoRe- or WiP-paper for presentation, ISCRAM 2024 is adopting a novel approach informed by feedback from practitioner communities. We encourage practitioners to share their experiences, realities, and insights on current ISCRAM challenges and solutions through talks, without the need for paper submissions. This initiative aims to facilitate the sharing of pertinent ISCRAM topics and foster stronger collaboration between academics and practitioners.
The poster and demonstration-sessions will be co-chaired by Nicola Rupp & Bart van Leeuwen. If you have any questions, please refer to the central email address or to the corresponding chair.
Your presentation should be a talk lasting approximately 10-15 minutes. To be considered, please submit an abstract of your talk. The abstract, limited to 400 words, should outline the main theme of your presentation and its connection to the ISCRAM theme. Additionally, include details about your practitioner organization, your role there, and your relationship to the topic being discussed. Upon submission, the track chairs and selected pracademic experts with expertise in your topic’s domain will review your contribution.
The participation in the ISCRAM practitioner track is free. However, participants in the practitioner track must register for the main conference. All submissions will be made electronically using the ISCRAM paper template. Please send your abstract as a PDF document to iscram2024@ercis.org by 28th of February 2024 latest. Call for Posters
What and How to Submit?
Authors are invited to submit proposals for posters and/or demonstrations using this template. Proposals will be reviewed by the program committee members for inclusion in the conference. A 500 word extended abstract of accepted posters and demonstrations will be included in the conference proceedings. As mentioned above, the theme of ISCRAM 2024 is a process-centric view on crisis management: “Embracing the Crisis Management Lifecycle”.
The theme emphasizes a holistic and integrated process view of crisis management to overcome isolated considerations of crisis management lifecycle phases and showcase how important well-structured and clearly defined roles, tasks and processes are to supporting communication and collaboration between involved actors. The posters should be centered around this theme with a specific emphasis on the following topics (forthcoming).
Display Procedures at the Conference:
Once accepted, authors are encouraged to use the following guidelines for their posters.
- Poster size should be 48” x 36” or less.
- The ISCRAM2024 logo should be included on the poster.
- Author(s) name(s), institution(s) and funding source(s) should appear on the poster.
- The title should be properly capitalized with a minimum font size of 80 points.
- The text should be written with a minimum font size of 18 points.
Poster boards and/or easels will be provided during the conference to display posters.
For demonstrations, bring your own computing equipment. The conference organizers upon request will provide monitors for demos.

Venue
In line with the “pracademic dual chairmanship” the main conference locations will be both the buildings of the University of Münster and the IdF. While the welcome reception, doctoral consortium, workshops andtutorials are planned to be facilitated in the University of Münster, the actual conference, i.e. key notes and tracks, will be organized at the facilities of IdF.
MÜNSTER CASTLE
Münster Castle was a prince-bishop’s residence until 1803. Today it is the seat of the University of Münster (mainly administration and student services). Thanks to its more than 250-year history, the castle offers an impressive backdrop for studying and “conferencing”. Next to the main auditorium there are several lecture halls and working rooms, which could be used for breakout sessions of the doctoral colloquium, workshops, or tutorials.
IDF BUILDING
The IdF building was built between 2014 and 2016 dedicated to the training of crisis management in large-scale disasters. The objective of the new building was to enable the institute to perform tabletop exercises both for the command unit and the crisis committee working on the same scenario. Thus, the building comprises two control rooms for the practicing units and numerous rooms for other purposes such as housing communication units and exercise control. The whole building is equipped with state-of-the art media technology, e. g. a remote controlled video surveillance of both control rooms. One of the objectives of the building is the demonstration of current technology in crisis management to policy makers in this field, so it seemed no longer appropriate to have only a completely manual system for visualization. Next to these functional aspects and state-of-the-art technology, the facility is prepared to facilitate around 650 courses with 15k participants per year. Accordingly, all relevant rooms (such as plenary room, a big canteen or media production) are at one central place.
